Strowd Roses, Inc. is a private charitable foundation which was established in 2001 under the will of Mrs. Irene Harrison Strowd of Chapel Hill, North Carolina. Significant additional funding was provided by the estate of Mrs. Strowd’s sister, Gladis Harrison Adams. In endowing the foundation, Mrs. Strowd wished to honor the memory of her husband, Fletcher Eugene Strowd, by providing in perpetuity for the maintenance and care of the Community Rose Garden which he founded, and by funding projects and organizations which would improve the quality of life for citizens of the greater Chapel Hill-Carrboro community.

Out of those foundation assets not required for maintenance of the Community Rose Garden, the Board of Directors of Strowd Roses, Inc. makes grants to qualified tax-exempt organizations based in Chapel Hill or Carrboro or devoted primarily to benefiting the citizens of those communities. Grants may also be made to individuals engaged in projects designed to enhance the Chapel Hill/Carrboro community.

Grants may, at the Board's discretion, be used for operating support, as well as capital expenditures, seed money and matching grants. Grants to individuals may be used for scholarships or fellowships; to produce a report or similar product; or to improve or enhance a literary, artistic, musical, scientific, teaching or similar capacity, skill or talent which will be used to benefit the life of the Chapel Hill or Carrboro communities.

In considering grant requests, the Board gives priority to those which:

  1. Include a clear statement of desired outcomes and a method of assessing the achievement of those outcomes. Where grants are given for projects with target populations that extend beyond Chapel Hill and Carrboro, applicants must be prepared to track the impact of the project on the residents of those communities.

  2. Demonstrate collaboration with other groups or organizations having similar aims

  3. Demonstrate an effort to create a broad and sustainable basis of financial support

Preference will be given to private organizations that meet the criteria above. While Strowd Roses does entertain applications from local governmental entities and from programs affiliated with the University of North Carolina at Chapel Hill, such applications are subject to a higher level of scrutiny. In general, no grants will be given for one-time events such as academic conferences unless such events are integral to an ongoing program having demonstrable community impact


As a rule, grants will be made for one year only and will not exceed $10,000.

Repeat Applications: The Board may at its discretion entertain a request for renewal of grant support, but all such repeat requests must be submitted on the appropriate form, and no repeat application will be considered until the applicant has submitted an accounting for use of its previous grant(s) (see below, Reporting Requirements).

Limitation on frequency of repeat applications: In an effort to respond to emerging community needs, Strowd Roses limits grants to any single applicant to no more than one in any 12-month period and no more than two in any 36-month period. Thus, for example, an applicant that received a grant in June of 2011 and another in June of 2012 would not be eligible to receive further support until June of 2014


Applicants should submit the following:

  1. appropriate application form (First-Time or Repeat: see below)
  2. a proposed budget
  3. (for first-time applicants) evidence of their tax-exempt status under Section 501(c)(3) or some other section of the IRS Code (copy of IRS determination letter or comparable documentation). Organizations not recognized by the IRS as having independent tax-exempt status must provide written evidence of fiscal sponsorship by another organization that does have such status, and should provide documentation for that sponsor.

Applicants may include any supplemental materials they believe would be of help to the Board in its initial review, and should provide names of members of any boards of directors, trustees, advisors, and/or key volunteers and community supporters. Applicant’s full contact information should be clearly indicated on the application form.

Special procedure for applicants affiliated with the Chapel Hill-Carrboro City Schools: Strowd Roses makes an annual bloc grant to cover funding requests from programs operating under the auspices of the Chapel Hill-Carrboro City Schools. Strowd Roses does not entertain any individual grant requests from City Schools-related programs.

The Board of Directors meets three times a year – in mid-March, mid-June and mid-September, to consider grant requests. The following are the 2012 deadlines for submission of applications:

THESE DEADLINES ARE FINAL - NO EXCEPTIONS WILL BE MADE
Applications received after these deadlines, or any applications which are incomplete, will be held over for consideration at the next scheduled meeting. No emergency or other special requests will be considered outside of the regular cycle set forth above. Applicants will be notified within a month of each meeting (by April 15, July 15, or October 15) of the Board's action on their requests.
 


All grant recipients shall, no later than the end of one year following receipt of funding, submit a report to the Board of Directors describing the uses to which the funds have been put in light of the purposes set forth in the grant request. A form for this purpose will be provided to the grant recipient.

Unspent funds: Unless otherwise specified by Strowd Roses, all grant monies are expected to be spent within one year of receipt. Any balance unspent by the end of that period must be reported by the grantee and a plan for use of the balance provided to Strowd Roses’ board of directors. The board may, at its discretion, extend the period for use of the funds; otherwise, all unspent funds shall revert to Strowd Roses. Grants for capital improvements may be disbursed in installments, according to a schedule to be determined by Strowd Roses in consultation with the grantee.
