Strowd Roses, Inc. is a private charitable foundation which was established in 2001 under the will of Mrs. Irene Harrison Strowd of Chapel Hill, North Carolina. Significant additional funding was provided by the estate of Mrs. Strowd’s sister, Gladis Harrison Adams. In endowing the foundation, Mrs. Strowd wished to honor the memory of her husband, Fletcher Eugene Strowd, by providing in perpetuity for the maintenance and care of the Community Rose Garden which he founded, and by funding projects and organizations which would improve the quality of life for citizens of the greater Chapel Hill-Carrboro community. Out of those foundation assets not required for maintenance of the Community Rose Garden, the Board of Directors of Strowd Roses, Inc. makes grants to qualified tax-exempt charitable, educational, religious and public organizations that are based in Chapel Hill or Carrboro, or are devoted primarily to benefiting the citizens of those communities. Grants may also be made to individuals engaged in projects designed to enhance the Chapel Hill/Carrboro community. Grants may, at the Board's discretion, include support for operating as well as capital expenditures, seed money and matching grants. Grants to individuals may be used for scholarships or fellowships; to produce a report or similar product; or to improve or enhance a literary, artistic, musical, scientific, teaching or similar capacity, skill or talent which will be used to benefit the life of the community.
Particular consideration is given to those projects and purposes
which further the interests of Mr. and Mrs. Strowd, including the
welfare of children and youth, the enhancement of the environment,
and the promotion of a sense of civic duty.
Applicants should submit the appropriate application form (see below), along with a proposed budget and (for first-time applicants) evidence of their tax-exempt status (IRS determination letter or comparable documentation) to:
Applicants may include any other supplemental materials that they believe would be of help to the Board in its initial review. Contact information should be clearly indicated in the letter, in case additional information is needed. Procedure for applicants affiliated with the Chapel Hill-Carrboro City Schools: Beginning in May 2005, Strowd Roses will make an annual bloc grant to cover funding requests from programs operating under the auspices of the Chapel Hill-Carrboro City Schools. Strowd Roses will no longer entertain any other individual grant requests from City Schools-related programs.

All grant recipients shall at the end of one year submit a report to the Board of Directors describing the uses to which the funds have been put in light of the purposes set forth in the grant request. A form for this purpose will be provided to the grant recipient.
In general, Strowd Roses makes grants for one year only. The Board may entertain an application for renewal of funding at its discretion, but all such renewal applications must be submitted on the appropriate form, and no such request will be considered prior to receipt of an accounting for the use of the previous grant. NOTE: In an effort to extend its resources to new programs created to meet emerging community needs, Strowd Roses has instituted a new policy on renewal grants. Beginning in August 2005, applicants which have been awarded grants for two or more years in a row shall not be eligible to apply again for funding until two years from the date of their last grant. (If, for example, a program received a grant in August of 2003 and another in August of 2004, the earliest date at which it could apply again would be August of 2006.)
